Section R404.1.3.3.7.2 is titled 'Location of reinforcement in wall' and covers the requirements for placement of vertical reinforcing bars in a concrete foundation stem wall relative to the wall thickness, and the amount of concrete cover that reinforcing bars must have. The location of vertical reinforcing bars relative to the centerline of the concrete foundation stem wall when using specific tables, the location of the vertical reinforcing bars relative to the inside face of a basement wall when using a specific table, the amount of tolerance allowed for placement measurements, and a cross-reference to another section of this code which provides the details for the amount of concrete cover reinforcing bars must have is established. The purpose of this section is to prevent structural failure.

The model shows 2 x-rayed concrete foundation sections- one with the reinforcing bars in alignment with the centerline of the wall, and the other with the reinforcing bars located 1-1/4" from the inside face of the wall. The Building Official will need to determine the intended cover for reinforcing bars based on discrepancies between the language of this section, section R404.1.3.3.7.4, and footnotes h and i of table R404.1.2(8).
