Section R310.2.3.1 is titled 'Ladder and steps' and covers the requirements for providing a practical means for entering or exiting a window well which serves an emergency escape and rescue opening. The depth of the window well which invokes the requirement for a ladder or steps, permanent installation of the ladder or steps, ability to access the ladder or steps with the emergency escape and rescue opening fully opened, clarification that ladders or steps for window wells are not required to conform to another section of this code, ladder minimum width and projection from the wall, and ladder maximum rung spacing is established. The purpose of this section is to assure users can enter or exit from a window well that serves an emergency escape and rescue opening.
