Section R301.3 is titled 'Story height' and covers the requirements for limiting the applicability of the wind and seismic provisions of this code to buildings with limited story heights. The types of construction and each types' allowed story height and bearing height, clarification on the allowance for walls to exceed these limitations without story heights being exceeded, and allowed design methodology where walls exceed these limitations is established. The purpose of this section is to prevent structural failure. This section has an exception which allows for additional height of gable end bearing walls.
